Three principles apply. First, identify each expert's domain of validity: the consultant knows market opportunity, the former regulator knows regulatory risk, and the data scientist knows evidential strength; each is answering a different question. Second, examine interests and incentives; the consultant stands to gain ongoing work if you enter, a structural reason to favor entry. Third, treat opinions as conditional inputs rather than conclusions. To integrate, decompose the advice into separate variables, namely size of opportunity, severity of regulatory risk, and degree of uncertainty. Ask the former regulator what conditions would mitigate the risk, and address the data gap through a limited pilot entry. The CEO retains responsibility for the final call, entering in stages with predefined exit criteria.
Conflicting expert advice is common, and often the experts are answering different questions. Daniel Kahneman and Gary Klein's joint work concluded that expert intuition is reliable only in regular environments where practitioners receive rapid feedback. Regulatory judgment is relatively regular, but new-market success is a complex-systems question, so the consultant's confidence does not imply accuracy. As Tetlock's research shows, the more emphatic the opinion, the more caution is warranted. The 'insufficient data' response, seemingly unhelpful, may be the most honest assessment; as Annie Duke argues in Thinking in Bets, the wise response to acknowledged uncertainty is to size the bet accordingly. Staged entry is a way of buying information and also tests the quality of each expert's advice in practice.
Decomposing and integrating expert advice demands strong judgment from the CEO, with the risk of simply selecting the opinion that suits one's preference. Staged entry can also be a half-measure in markets where economies of scale or first-mover advantage are decisive, raising rather than lowering the chance of failure. Experts may also resent having their advice reframed as one input among many.
Before deciding, write down what information would change your conclusion, to guard against motivated selection. Convene the three experts together so they can question one another's assumptions, surfacing issues invisible in separate meetings. Record the decision and outcome, and use each expert's track record to weight their advice next time.
